RULES OF RACING
THE RULES OF RACING ADOPTED BY THE KENTUCKY HORSE RACING COMMISSION GOVERN ALL RACES UNDER THE AUSPICES OF THE RED MILE.
ALL FIELD SIZES ARE LIMITED TO 10 HORSES WITH TWO ALSO ELIGIBLES
ENTRY BOX
ENTRIES WILL BE TAKEN FROM 8:00 AM UNTIL 12:00 NOON TUESDAY, JULY 13 FOR FRIDAY, JULY 16 AND WEDNESDAY, JULY 14 FOR SATURDAY, JULY 17. SCRATCH TIME AND NAMING OF RIDERS WEDNESDAY JULY 14 AT 9:00 AM FOR FRIDAY, JULY 16 AND THURSDAY, JULY 15 AT 9:00 AM FOR SATURDAY, JULY 17.
OWNERS, TRAINERS AND JOCKEYS
ALL OWNERS, TRAINERS AND JOCKEYS MUST BE LICENSED BY THE KENTUCKY HORSE RACING AUTHORITY. TRAINERS ARE RESPONSIBLE FOR THE LICENSING OF THEIR OWNERS AND EMPLOYEES. LICENSE APPLICATIONS MAY BE DOWNLOADED AHEAD OF TIME AT www.khrc.ky.gov
The KHRA office at the Red Mile will be open for licensing.
PURSE REQUEST FORMS
ALL OWNERS MUST FILL OUT A RED MILE PURSE REQUEST FORM BEFORE PURSE CHECKS ARE PROCESSED. FORMS ARE AVAILABLE IN THE RACE OFFICE AND ADMINISTRATION OFFICE.
JOCKEY’S MOUNT FEES
JOCK’S MOUNTS [$50] MUST BE PAID TO THE RED MILE PRIOR TO RACING. PAYMENTS CAN BE MADE IN THE RACE OFFICE OR ADMINISTRATION OFFICE.
PURSE STRUCTURE
PAYOUT FOR ALL RACES IS AS FOLLOWS: 60 percent to the winner; 20 percent for second; 11 percent for third; six percent for fourth; and three percent for fifth.
WORKOUT RULE
FIRST TIME STARTERS AND HORSES WITHOUT A PAST PERFORMANCE RECORD AT A PARI-MUTUEL RACE TRACK MUST COMPLETE TWO (2) OFFICIAL TIMED WORKOUTS, ONE (1) FROM THE GATE, AND BE APPROVED TO START BY THE STEWARDS AND STARTER BEFORE ENTERING ANY RACE.
GATE WORKOUTS WILL BE AVAILABLE AT THE RED MILE WEDNESDAY AND THURSDAY, JULY 15 AND 16 FROM 8 TO 10 A.M.
HORSES SHIPPING IN EARLIER CAN GET EARLY STABLING AND/OR GATE SCHOOLING AND WORKOUTS AT THE KENTUCKY TRAINING CENTER [20 MINUTES FROM THE RED MILE] BY MAKING ARRANGEMENTS WITH STARTER JOE HEET. CALL THE TRAINING CENTER STABLE GATE AT 859-293-6657. NOTE: TRAINING CENTER GATE IS NOT OPEN ON SUNDAY OR MONDAY.
SHOE POLICY
NO TURNDOWNS, BUT TOE GRABS AND RIMS ALLOWED. THE KENTUCKY RACING COMMISSION RULE READS “A horse shall not race in ordinary training shoes. Bar shoes may be used for racing only with permission of the stewards.” (811KAR 2:065 sec 11(1).)
HEALTH REQUIREMENTS
A NEGATIVE COGGINS TEST (12 MONTH), PROOF OF HERPES VACCINATION (WITHIN 6 MONTHS) AND HEALTH CERTIFICATE (WITHIN 30 DAYS FOR OUT-OF-STATE HORSES; 150 DAYS FOR KENTUCKY-BASED HORSES) MUST BE PRESENTED AT THE STABLE GATE BEFORE HORSES WILL BE PERMITTED TO UNLOAD.
A NEGATIVE (EP) TEST IS REQUIRED FOR ADMITTANCE OF ANY HORSE RACING OR NON-RACING TO THE GROUNDS. PLEASE SEE THE FOLLOWING DIRECTIVE FROM THE KENTUCKY STATE VETS OFFICE AND FOR ANY FURTHER QUESTIONS PLEASE CONTACT THEIR OFFICE AT www.usaha.org/links.shtml#state.
Specifically: In addition to the normal and routine health requirements established by the Kentucky Department of Agriculture, the KY State Veterinarians Office is through this memorandum directing that each horse be tested by c-ELISA for both Theileria equi and Babesia caballi. The tests shall be reported from samples collected from each of the horses seeking entrance onto the grounds. The testing shall be conducted from samples collected from each of the horses during the 45 to 90 days preceding their arrival at the Red Mile.

NEW QUARTER HORSE EP TESTING DIRECTIVE
Our initial directive relative to the upcoming QH Race Meet being conducted at Red Mile in July provided that the EP Testing should be done during the 45 – 90 days preceding the horses arrival at The Red Mile. Our purpose for establishing this time frame was to insure that horses originating from out of state did not transport into Kentucky and have the samples collected as if representing at KY resident horse.
It has come to my attention that with the delays experienced finalizing the race meet details and distributing the health requirements, many horsemen planning to attend and participate in the QH meet are finding that they can not meet this testing timeline. With this knowledge, and to provide assistance to the Red Mile and your horsemen – we are amending the timeframe in which blood shall be collected and tested. For practical purposes we are directing that the submission of sample(s) shall include the horse’s permanent residence address. Samples collected from horses stabled outside of Kentucky shall be collected, tested and negative results reported prior to the horse moving into Kentucky. We encourage Red Mile to insure that your horsemen are aware that horses arriving at the Red Mile without proof of being tested will be denied entry onto the grounds and will not be provided the opportunity to test while stabled in Kentucky.
Additionally, USDA has now approved a number of state and university laboratories to conduct the testing. Both the University of Kentucky’s Livestock Disease Diagnostic Center in Lexington and Murray State University’s Breathitt Veterinary Center in Hopkinsville have both been approved by USDA to offer the testing.
